Export Layout zooming in on my map but doesn't affect legend/other items

Trying to print this layout which is sized at 34"x44" (ANSI E) within ArcGIS Pro 2.8.3.

But when using Export Layout to a PDF on a local drive using default settings, my PDF looks like this:

When my coworker does the same at ArcGIS Pro 2.6.x using a project package I exported, it prints without issue and looks as expected. Can anyone confirm whether this is a bug with 2.8.x?

Is it possible you have a map series enabled on your layout? That's the only reason I can think of for the extent changing.

That's really odd. I've never seen anything like it, it looks like a bug. I would recommend reaching out to tech support, as they can take your case and get it to the appropriate development team to fix. https://support.esri.com/en/contact-tech-support

Was there ever a fix for this? I am having this problem with every layout that I print to PDF and its driving me crazy

Go into the Map Frame properties and click on the Display Options tab (the second from the left).  At the bottom is a box labelled "Extent..."  Click on that and in the "Get extent from:" box, click on "Current visible extent."  Verify that the extent matches what you want to export.
