After upgrading to ArcGIS Monitor 2025.1, the service level metrics are no longer showing for any published service (hosted, map, image, etc.). I checked the observer logs and there are pages of warning logs saying "failed to determine ArcGIS Server license expiration". My ArcGIS Server license is permanent, so technically there isn't an expiration date.
Anyone else seeing this issue?

Try downloading the Agent again, the AGM version still shows as 2025.1 on my.esri.com.
Most likely because the AGM Server was not updated, as this is just a patch for the Agent download.
In the screenshot below you can see the new "ArcGIS_Monitor_Agent_Windows_2025_1_1_198631.exe" vs the old "ArcGIS_Monitor_Agent_Windows_2025_1_197954.exe".
I just downloaded 25.1.1, and it resolved the issue.
Installing now. So far, things are looking correct, up and running.
Do I need to install this on all agent machines, or would just the ones with ArcGIS Server be sufficient?
For an immediate fix, the ArcGIS Server machines could be done initially. It would be best to upgrade every agent just to make sure there's unity, and in case some other little thing was fixed along the way. As often is the case with software
According to the patch notes, it only fixes the perpetual license issue with ArcGIS Server services.
But I don't disagree with Reese that it could be considered a best practice to update all Agent machines.
ArcGIS Monitor 2025.1.1 is a cumulative maintenance release for the Agent only, addressing stability issues.
