Thank you all for reporting this. The team has been triaging it this morning and believe this issue is presenting specifically for ArcGIS Data Stores which were upgraded (for instance 11.1 ->11.4). Non-upgraded Data Stores do not seem to be affected. The team is working to address this and determine how best to deliver the fix.
Just my 2¢: I wouldn't have this one issue be the sole reason not to recommend anyone upgrade to AGM 2024.1. #1. You're not losing functionality as registering the relational data store was just introduced at 2024.1. #2. Consider the ArcGIS Monitor Life Cycle, with the release of 2024.1 all 2023.3.x releases are now in mature support and will be retired on Aug 27, 2025. #3. Not to mention all the additional improvements at 2024.1 will out weigh the one ability not to register the data store until a patch is released.
yeah i was kinda rethinking that as well about an hour later. I am definitely looking forward to the other enhancements, particularly the web adaptor as I'll be able to now get at monitor from outside the firewall.
