Map cache not showing at all scales in Crowdsource Polling app

We have created an app using the crowdsource polling template. The webmap has a cached basemap (with custom scales), which also shows various constraints and a feature layer for sites we are gathering comments on.

In the webmap the cache appears at all zoom levels, as one would expect. However, when in the app, it doesnt display at the largest scale (should be 1:500). Do you know any reason this may be occurring?

Mark Cooper‌ Are you able to share the URL of your app so I can take a look? I'm not aware of any reason that would happen.

Probable not at the moment as it is currently confidential until it goes live. I will see if I can create a version without the confidential bits in
