Is there any way that I can set the Coordinates layer as a default active layer?
Whenever I open this data and try to use the "select features" function, it is defaulted to the other layer.
Also, I am using the PRT All Routes layer as a reference layer, and I would like to make it not interactive.

Thanks for your question! I added coordinates and a reference layer in my power bi report. When I opened the Select features, Coordinates is the default layer on my side. I'm not sure if you have other workflows before making selections.

I'm not sure what you mean by "make it not interactive". If the Interact with Power BI Visuals is unchecked, when you make selections on your reference layer, only features from reference layer will be selected and the selections you make will not interact with other Power BI visuals.

My "PRT-All route" layer is a reference layer from AGOL feature layer. I am not sure why this layer is the default layer on my end.
And yes, I was referring to "Interact with Power BI Visuals". I want the reference layer (PRT-All route) to be turned off from "Interact with Power BI Visuals" by default, but if I unchecked it and re-open the dashboard, it is checked again. Is there any way that I can avoid this?

Thanks for the details. As I look more into your first question, the layer that appears as the default layer is the layer that was lastly being working on, for example, selecting/clicking the layer in the Layer widget or editing the layer (zoom to, styling etc), then that layer will appear on the selection tool as the first choice. If you want to make Power BI layer - coordinate layer as the first choice, you could try these. Also, I have documented your request.
For the second question, we have noticed that and it's sitting in our to do list.
