Error appears in the reference layer

I am having difficulty publishing an ESRI map using Power BI.
I go to validate the map and an error appears in the reference layer.
Can you help me find out how to resolve the error?

Are the reference layers shared publicly in ArcGIS Online?  I would advise just checking your map has met the requirements found here: Publish a map-enabled report to the web—ArcGIS for Microsoft 365 | Documentation
