I've upgraded my ArcGIS for AutoCAD plug-in to 430 version, but I can't find this 'Generate Label user interface' function at all.

I've already tried that command and the result looks like this.
However, I found out the solutions now.
The first one is do the right click at the feature class and select Labels > Generate then the interface will appear.
And the second one, I just know that there is difference between ESRI_GENERATELABEL command and -ESRI_GENERATELABEL command!
So that's why I can't find the interface I'm looking for.
-ESRI_GENERATELABEL command bring you to the first picture.
ESRI_GENERATELABEL command will get the interface for you.

There are a couple of ways to launch that interface. One way is the Esri_GenerateLabel command (https://doc.arcgis.com/en/arcgis-for-autocad/latest/commands-api/esri-generatelabel-esri-generate-la...). I believe it is also available as a context menu on supported layers in the Table of Contents.
