Smart Editor does not use preset value from Group Filter

We have a web application where a search parameter "Closure ID" is passed to the Group Filter. If a feature with that ID is present then you will see it in the map.  If not then the user should click on the Smart Edit widget and insert a Closure Point into the map with the ID number.

We have set the Group Filter

And set the Preset Attribute Action on the Smart widget

But the field is never populated with the preset value.

I have read it could be related to feature template, but I have recreated the template multiple times, republished the service many times, and copied the data as hosted and referenced it.

Does anyone know what I am missing?
