I have ArcGIS server 10.6 installed when trying to access the ArcGIS manager URL from any web browser the login page does not display properly as per the attached snapshot. trying to access using Https and HTTP connection in addition to server name and localhost.
Is this a new installation or was it working previously and now ArcGIS Server Manager does not load correctly?
If the latter, did something happen to the server machine recently?
What OS is ArcGIS Server installed on?

Hope this helps
this is a new installation, we are creating a load balancer, we installed the ArcGIS server on two machines (using the same media file), the login to the first server was done. but to the other was incomplete due to the listed issue.
OS installed is windows server 2012.
Sorry for the late reply, I've been out on business travel in recent weeks.

Can you please elaborate? Are you using the ArcGIS Web Adaptor or a 3rd party load balancer? Is this meant to be a multi-machine deployment of ArcGIS Server? Are you using Portal for ArcGIS as part of a base deployment?
Did you see Jacob Snyder's post and some of his questions?
I am noticing that the URL that you are using to access ArcGIS Server Manager in the attached screenshot is "https://localhost:6443/arcgis". To Michael's point above, the URL to access ArcGIS Server Manager would be "https://localhost:6443/arcgis/manager". The "manager" portion of the URL is what specifies for the ArcGIS Server Manager web application to be opened in your browser.
Are you able to access the URL above without receiving any errors?
