In ArcGIS Enterprise Portal, when configuring a web map using the Map Viewer (not 'Classic'), the properties pane remains blank for any/all layers that I try to configure (see attached screenshot).

This issue is occuring for me in Edge as well as Chrome. I worked on some troubleshooting with my IT staff, to no avail. We tried:

Esri has just confirmed that the latest security patch for AGE 10.9.1 introduced a bug that causes what we are seeing. You must uninstall the patch or wait for them to release a hotfix.
It's not us, it's them 🙂
We are also having this issue.
M-G, did you happen to apply security updates before this problem began? As Devon said, we are seeing the same issue and the only change we've made recently is to apply security updates.
My browser is showing 404 errors for some of the JSAPI4 items, which I am guessing is causing the problem. The files are on the sever, but the URL to them is throwing a 404. Are you seeing this too?
In fact, our IT did apply changes to my security profile shortly before this was noticed, and that was my first suspect. But I worked through significant 'troubleshooting' with them, including reverting my security profile to 'admin', to no avail. Our IT folks don't think it was caused by the change to security settings (naturally).
Interesting. I just confirmed this is an issue or two of our Portals but not on two other Portals. By security updates I mean the ArcGIS Portal / Server patches.
I just confirmed that our IT did recently apply security update patches immediately before this issue presented (see attached for details).

We've now noticed this across all of our Enterprise environments.
In map viewer, once the user clicks on styles this is where the same behaviour begins for us.
Any ESRI updates on when the hotfix is coming?
