Loading an external list

I have a field I'd like to create a drop-down list for. The drop-down contain 300 options. I'm not going to enter 300 options manually. 

Is there a way to upload a list in Portal? Similar to running the Table to Domain geoprocessing tool in ArcPro?

I'm using Portal 11.1. Soon I'll be using 11.3.

I really wish ESRI would have this option of uploading a csv file under "Data" and "Field" window, but here is the solution/workaround:

  1. Open the hosted feature layer in ArcGIS Field Maps desktop version and create a form.
  2. Add the layer that needed a list.
  3. Select "Combo" under Input Type.
  4. Click "Manage List".

  5. At the bottom, click "select from your device" and upload a csv.

  6. Click Done and save your form.

The combo list is now saved in your hosted features.

I would create the domains in Pro and then publish.

I tried that but it says the layer is "read only" for some reason.
