web map doesn't have any downloadable area for use in collector.

Perhaps you could provide some more context. Are you saying,

a) You're unable to download an area from your web map?

Have you confirmed that both the web map and its feature layers have offline enabled?

or b) You're expecting to see downloadable areas in the web map (after setting them up) and they are "missing"?

What release of Collector are you using: Collector Classic or Collector for ArcGIS (Aurora)?

FYI, if it's Collector Classic, it does only supports on-demand map areas.

I cannot download an area in Collector to my iPad.

How would I check to see if off-line enabled?

Using Collector, I guess I was expecting to see a map with layers that I have added on AGOL.

A web map needs to have at least one feature layer with editing enabled or it will not show up in Collector.

For starters I'd make sure you have a hosted feature layer added to the web map and check the Settings of the layer to see that some editing is enabled, as appropriate. This is very easy to overlook and it's a common problem.

You need to be online to see the web map and then can use it offline if prepared as referenced by Derek Law‌.

Thanks, between that and me checking boxes it seemed to work.
