Should Item.usage() work on Portal 10.7?

I had expectations (not unsubstantiated) that I could use item.usage() after upgrading to 10.7. Note the following from the api docs:

However, when I try to run it on an item in portal, I get "Error generating usage report."  It works fine on AGOL.  I'm starting to suspect it's not really implemented yet.

Apparently... When I tried, I got an error:

ValueError: Usage() only supported for ArcGIS Online items.

My ArcGIS API for Python is version 1.8.3
