I googled outline font and got lots of hits. I don't have any specific recommendations though. You might try asking the great cartographers on http://www.cartotalk.com/ - there are a number of people there who know a lot about fonts, especially in the context of well-designed maps.

That Layout toolbar is correct. What happens when you click the DDP button that you have circled in red? That should bring up the Data Driven Pages toolbar. Another way to get toolbars to show is to go to the Customize menu, Toolbars pullright and select the toolbar you want to show.

One possible way to get a legend page like you describe (if I understand correctly) would be to make a layout that has a copy of the map frame to drive the legend, but turn off the visibility of the map frame. To get the legend to show everything you could also turn off map series for the map frame and zoom it out to the full extent so all of the features are there.

Converting the legend to graphics, ungrouping the result and editing the parts is one way. Of course, that will mean the legend is no longer linked to the map/data and therefore won't update if changes are made to the map/data. Another workaround is to have a duplicate copy of the layer, set up with the way you want the symbology to look in the legend, but have the layer turned off in the map. Then you can use that layer to populate the legend in place of the actual layer)s) in the map. This will allow the legend to remain live and linked to the data, but it does mean having an extra layer in your TOC. Each workaround has its pros and cons. Choose whichever works best in your case. North Arrows actually use marker symbols, which can be character based as the ones in the default Esri style do (using the Esri north arrow font), or can be picture markers or any other type of marker symbol, including multi-layer markers. The letters are part of the symbol so they rotate when the symbol rotates. If you have specific angles that you often use, like the 180 rotation you mention as an example, you could create a symbol in which the NSEW letters are right side when the marker is rotated upside down and use that for your north arrow in that particular case.

You won't be able to replicate it exactly without using graphics. I think the closest you can get with an active scale bar is as follows: In the Scale Bar properties, Format tab: select Scale Line 1 (if you're okay with a single line) or Alternating Scale Bar 1 (if you want double lines) - caveat: either way you won't be able to replicate your example with the thicker line along the bottom and no vertical lines running through the 2 horizontal lines In the Scale and Units tab: Set "When resizing" to "Adjust width" and the "Division value" to 50 set "Number of divisions" to 2 set "Number of subdivisions" to 5 edit the "Label" to only show "m" In the Numbers and Marks tab: Set Numbers Frequency to "divisions and first subdivisions" Set Marks Frequency to "divisions and first subdivisions" If you really need the bar itself to match your example exactly you will need to draw some additional graphics, such as a graphic rectangle for the main horizontal bar and a horizontal line along its bottom edge and set it to have a thicker line width. You can do this directly on top of the scale bar and group it. You'll want to do that only once the scale bar's size is settled. If the scale bar resizes then the added graphics won't fit just right and will have to be manually adjusted.

I have seen something like this happen in cases where the layout extends beyond the default printer's default settings. To get around it you can try setting the default printer on your computer so that its page size and orientation match the page size and orientation of your layout. Basically, it seems to be using the printer's default page size and orientation for some of the calculations. So things that fall outside where that portrait lettersize page would be don't all get exported correctly.

The tabs are part of a reference grid (aka index grid), which divides the frame edge into equal parts starting at the corner. The quad index lines are not tied to the frame and do not divide it up into equal parts from the corners. Moreover, the quad index lines are not exactly perpendicular/parallel to the frame. This means the grid and the lines will not match up, and there is no way to edit the reference grid to match the quad lines. You will either need to draw tabs to match up using graphics (you could start with the index grid and convert it to graphics, then ungroup and edit the result), which won't be dynamic of course, or you may be able to use a custom overlay grid to label the edges with letters and numbers. To do that you will need a polygon feature class with an attribute for the letters and numbers (it may need 2 sets of features and 2 overlay grids, one for the rows and one for the columns). Exporting from layout view is based on the page size. If you want a smaller size in your export try making the layout page smaller. If you have an existing layout you need to make smaller you will probably need to reduce the size of layout elements to make sure they fit on the new smaller page.

Which release of ArcGIS Pro are you working with? You might want to look at Map Frame properties in ArcGIS Pro 1.3. There is a new section in that properties pane for Display Options, Constraint, that lets you link the map frame extent to another map frame extent. You should be able to use that to link multiple map frames to one "parent" map frame so that keeps all of the frames in sync.

This is a shot in the dark and I may be off-track, but I have seen/heard of issues similar to that when the geometry of the features is bad for whatever reasons. You might try running Repair Geometry on the layers.
