In Portal, users are displayed with their "user name". In our organization, this is some arbitrary combination of letters and number like user12345. It would be helpful and relevant for the user experience if we could set up Portal to show either First/Lastname Full name (from the AD integration) Email Username instead. At least have this information in a hint/hover popup on the username as displayed today.. This would be required for all spots and places where the user name is being displayed today: In all the element lists as well as the elements information page and so on.

And it fixes the bug where map and imagery layers are not being displayed in the Esri table of contents / content pane (which was not obvious to us, before contacting support). Thanks for this release, which we managed to immediatley roll out to our internal users 👍

A configuration on how item ownership is displayed would also be a massive improvement for ArcGIS Enterprise portal. At our company, we log in using a user-id which is just a number - this is also used as username/item owner name in Portal. Replacing this by the user's real name would be helpful. So the idea would be to have a preference where it would be possible to define how item owner name is being displayed (username, first/last name, email-adresse or whatever is available in the user profile).

This idea is absolutley adressing an important capability for ArcGIS Enterprise. We need to be able to set access notices in a way that every user needs to "accept" or "ok" it _only_ once (and not once per login session/browser session). This should be possible on an access notice level where we would have one, two or more notices that need to be individually accepted: Example could be a ToS every user needs to accept, followed by a maintenance notification every user needs to read.

I'm answering my own question here, because I've got an "official statement" from Esri about this topic. The product engineering having the find dialog in his responsibility was so kind to answer my specific question. Unfortunately, there seems to be no way to customize the context menu of the "Features" tab of the find dialog: The Find dialog was refactored many releases ago so it could be reused in ArcReader, Engine, ArcMap, ArcScene and ArcGlobe. As a result the context menu for find features results doesn’t follow the typical pattern of other context menus in the application. Every command in the context menu is hardcoded, there is no way for external developers to add to this menu. It also isn’t a simple change to open this up for customization.
