I have a CSV feature layer that intermittently responds to its click event. This seems to also affect the panning but less often.
How I have it set up is I have two maps on top of each other that you can tab between. I have it operate about how I saw esris tabbed story map operate by changing visibility and z-value of the div containing the map div and its associated buttons.
This most often occurs when the map is first loaded or when I have just switched between the tabs, however it is not limited to these occasions.
