Generate rectangular from points

I have a point feature class that looks like this
[ATTACH=CONFIG]31889[/ATTACH]

and I want to generate polygon feature class from the points like this

[ATTACH=CONFIG]31890[/ATTACH]

what tools can I use?

create one directly using the Fishnet tools if you have appropriate license level
