I could publish it successfully, without any error. How many records do you have? Does the Lat and Long fieldtype reflect as Double (while adding it to ArcGIS Online)? Are there any gaps (No Value) or spaces in the Lat/Long values? If yes, you need to correct them before proceeding ahead. Looks like you have identical overlaying polygons. You could use Find Identical and Delete Identical tools to find/ remove the duplicate features. * Delete Identical tool modifies the input data. Please keep a backup of the original data before executing the tool.

What is the current coordinate system of the shapefile? Please share screenshot of the coordinate system and the shapefile's Spatial (XY) extent. Use of an incorrect coordinate system may also cause this issue. While calculating geometry, what unit are you using for calculating the area? Do you have a Streetmap premium layer that you are also publishing as a part of the mobile map package? You would require an ArcGIS Streetmap Premium Extension (for Middle East and Africa, as the error message suggests), to be able to do that. StreetMap Premium licensing requirements If you already have the extension, you need to enable the extension. Note: In the case of ArcGIS StreetMap Premium, map layers that reference StreetMap Premium data will be disabled in the ArcGIS Pro Contents pane unless you have the correct regional StreetMap Premium extension. Alternatively,you may create a custom network dataset, and use it for routing.
