I can confirm that I am also facing the same issue from yesterday. A couple of drivers (recommended by DELL Update) got updated yesterday, after which I am facing the challenge. It might have caused the issue, I feel. A couple of things come into my mind (not sure if that'll work). 1. Clear Feature Layer cache (Layer Properties > Cache > Click "Clear Cache"), as well as Display Cache (Project > Options > Display > Check "Clear Cache"). Restart ArcGIS Pro. 2. Ensure the Feature Layer coordinate system and the map coordinate system are same.

How did you load the CAD file as a PNG? Did you do any conversion? Do you see any Stretch type applied to the Raster layer (Layer Symbology)? If yes, change the stretch type to "None", and check. If the issue persists, maybe you could share a sample PNG file for us to take a look.

Log-out from ArcGIS Online (in Pro). Clear browser cache. Close all ArcGIS Applications and browsers. Reboot your system. Open ArcGIS Pro > Login to ArcGIS Online. Try publishing again.

Organizations have the option to prevent members from taking ArcGIS Pro offline (In ArcGIS Online). By default, it's turned on. The University Site license Administrator might be able to help you with this. They need to disable this option temporarily, during which you need to take the license offline. Once the task is completed, they should enable "Prevent members from taking ArcGIS Pro offline". Only the authorized callers of your University will be able to create a support case from My Esri, if required.
