The saved layer is referencing the original data source (one way), i.e., If you change the configuration of your copy of the layer, this does not affect the configuration of the source layer. If you delete your copy, the original data still exists in the source layer, but you lose your layer configurations. If the owner of the source layer deletes it or removes access (in other words, they stop sharing it in a way that allows you to access it), the data is no longer available in your copy and will not display in your map. To create a copy of the data from a hosted feature layer that does not maintain a reference to the source hosted feature layer, export the data from the hosted feature layer, download the file containing the data, and upload and publish that file as an independent hosted feature layer. To use this workflow, the source hosted feature layer must be configured (by the owner) to allow others to export from it, and you must have privileges to publish hosted feature layers. For the last few years, the Technical Certification Program has adopted certification versions tied to Calendar Year (rather than Product versions). Esri considers updating the certification(s) every 18-24 months. I would suggest to go for the latest one (Esri ArcGIS Pro Foundation 2101), even if there is no substantial change in content (Not much has changed in ArcGIS Pro at foundational level functionalities in last couple of years).

The possible causes I could think for FlexNet Error -8. 1. Running an older version of FlexNet License Server. You could upgrade just the license manager to one of the latest ones, if available (2021.1 is the latest now) 2. The License file could have got corrupted. Did you edit the license file by any chance? Check if you are able to deauthorize the license, and authorize again. By the way, was the script tool built on the same machine, or a different machine (with later version of ArcGIS Desktop)? That could also cause the issue if the tool was built on a later version license of ArcGIS Desktop. In this case upgrade your ArcGIS Desktop. Some tools don't go well with background processing enabled, in which case disabling background processing could be your best solution.

What process did you follow to "extract the feature class" from CAD? I still see DWG with space in its name (parcel_sample_one block.dwg). The Feature Dataset, it's coming from, is a DWG file (Please check layer properties of line layer > Source). A sample DWG polyline looks the same in attribute table. After conversion to geodatabase, please ensure there is no space/special characters (except underscore)/accented characters in the file pathname (Full path)?
