It could have been deprecated, since it was a web map containing World Topo Map Basemap is deprecated/ at matured support stage. Instead, you could use the Topographic Basemap (Add Basemap) instead. Add Bike Routes data from C:\EsriPress\GTKArcGIS\Chapter05\Data\Bike Routes.lyr (C:\EsriPress\GTKArcGIS\Chapter05\Data\Chicago.gdb). Since Chicago bike racks by ward is a Layer Package, it doesn't contain any basemap, and should work as mentioned in the exercise. I am confused on what you want to achieve. Could you elaborate (with screenshots)? If the Points don't overlay on top of the raster, there could be an issue with the spatial reference. Some relevant screenshots would help. 1. Screenshots of the layer extent and spatial reference of the Raster Layer (Properties). 2. Screenshots (or a sample copy) of the CSV file showing the Lon/Lat values. What's the Output X you are referring to? Since you mentioned the term, "interpolation", are you also trying to create a new Raster Layer from the existing point layer?

Did you try recreating it once again and add the layer to a blank map? (In case the issue persists) Is it possible to export the data to shapefile or File GDB Feature Class, and share the zipped shapefile/ File GDB ?

Are you sharing it as a web map? In that case, could you remove the "Esri 2020 Land Cover" layer and share as web map. Then, open the webmap in a browser (Map Viewer), and add the "Esri 2020 Land Cover" from Living Atlas, and save the webmap. Let me know if there is any concern in the above workflow.

That's a huge number of geocodes. Batch Geocoding using ArcGIS World Geocoding Service consumes credits. [40 credits per 1,000 geocodes]. 1.6 M geocodes approximately would consume 64000 credits. Are you connected with an ArcGIS Online organizational account with enough credits to go through the entire list of records? Also you could explore Open Data and Open Source Geocoders – BatchGeo Blog, but we can't discuss on those geocoders in the Esri Community.
