Just a small edit in the above reply...once a Replica is created, you cannot add new data to the Replica using standard Desktop tools. You can however remove data from participating in the Replica if needed.

Use the "Export XML Workspace Document" GP tool and select 'SCHEMA_ONLY' in Export Options. Then import this XML file into the desired geodatabase using the "Import XML Workspace Document" tool.

What kind of Replica are you trying to create? Is the data Registered as Versioned without Moving Edits to Base? Have you added the GlobalIDs on all the data?

You can use SDE Command Line tools for the 10.3 gdb, that is what the link mentions for now. However, we wouldn't recommend this. This has been working and so is just a suggestion\possibility.

If you prefer, you can use SDE Command line 10.2.2 to register the View with SDE OR directly use the command line tools to create the View. This will not prompt for the Unique Identifier in ArcMap. 44300 - Can ArcSDE command line tools be used against 10.3 and newer geodatabases?

If its a Check-Out replica, once you Synchronize changes...the replica is deleted automatically. You can't use the tool for this. It has to be done in ArcMap, using the Create Replica wizard from the Distributed Geodatabase toolbar. You can publish data from a Database and use the ArcGIS Service to edit it Publishing feature services from databases Prior to 10.2, you could only publish a map service with feature access enabled (a feature service) to ArcGIS Server if the database contained a geodatabase. At 10.2, you can publish editable feature services from supported database management systems. If Application Server Connection is a necessity, then you cannot upgrade to 10.3.x. The highest you can upgrade that sde gdb is till 10.2.2 as that is the last version which supports ArcSDE Service creation.
