Some things I would recommend to check: 1. The Server_config table for the license which was used to authorize the geodatabase. Check the AUTH_KEY parameter value. 2. The process_information table for the actual number of connections to the geodatabase, when you get that message. Do you have Map Services running for that geodatabase? It could be consuming connections too.

I guess that is a case of UTC vs Database Time. Which one did you choose while enabling Editor Tracking? Enabling and managing editor tracking—Help | ArcGIS for Desktop To enable editor tracking with your own field names or to record times in database time, you need to use the dataset's Properties dialog box or the Enable Editor Tracking geoprocessing tool. The Enable Editor Tracking tool allows you to add new fields and enable editor tracking on those fields at the same time.

How much data are you updating? Is this a daily, weekly, monthly process? The 'Truncate Table' tool will not work, if the Feature Class is Registered as Versioned. You will then have to use 'Delete Features' or 'Delete Rows' tool.

Those two points are same for SDE Enterprise as well. Windows login from two different Domains cannot access an sde geodatabase.

That will not work. The users should be a part of the same Domain when you are trying to add them to an Instance. In your case, your PC seems to be a standalone PC on a network. It is not associated to any Domain.

You need to Right Click on the instance connection first> Permissions> Add the login to the instance first Then Right Click on the geodatabase> Administration> Permissions> Add the login to that geodatabase and grant necessary permissions

Compress, Rebuild Indexes, Analyze datasets are some of the maintenance tasks. Disconnecting all users before doing the compress will help. Considering that the script will run nightly, this shouldn't be a problem I guess. No, compressing the sde geodatabase will not affect replica GDBs. No, the compress tool runs for the entire geodatabase.

You will need both Oracle 64-bit and 32-bit clients. 32-bit for ArcGIS Desktop and 64-bit for ArcGIS Server. In the Environment Variable, the path of the 64-bit Client should be ahead of the path for the 32-bit client. This way both ArcGIS Desktop and ArcGIS Server will work.

My question was whether you are trying to publish the View as a Feature Service? Which I guess you are doing. Views are read-only and cannot be edited. It will not let you publish a View as a Feature Service for editing.
