The conflict will occur if the same feature has been modified in both the versions, DEFAULT and EDIT version. Is that your scenario? If yes, try making a small identifiable change in both versions and try the Reconcile once more.

What type of Oracle Log files are you people using? https://desktop.arcgis.com/en/desktop/latest/manage-data/gdbs-in-oracle/logfiles-oracle.htm Geodatabases in Oracle use shared log file tables by default. Try granting these three permissions and then try to select more than 99 records: CREATE SESSION CREATE TABLE CREATE SEQUENCE This will create the necessary log file.

You cannot transfer Feature Datasets from one gdb to another using the 'Feature Class to Feature Class' tool. As you observed, only the feature classes will be transferred. You will either have to use Copy\Paste or Exmport\Import XML Workspace Document tool for the Feature Datasets.

Use the 'Create Enterprise Geodatabae' tool. It can create the SDE user, table space, grant necessary permissions all by itself. Also check out the two tools to get the use of each.

Just create the replica after you have: 1. created your Geometric Network inside the Feature Dataset, 2. Registered the Dataset as Versioned and 3. added GlobalIDs If the same data exists in both the Geodatabases, use the Register with Existing Data option to create the replica.

You need an SDE Workgroup license for enabling an instance before creating a sde workgroup geodatabase. From your description, it seems that you are using an SDE Personal gdb, which has a limitation of 3 connections..
