I was talking about SQLPLUS in cmd, but anyways, ArcGIS Desktop being a 32-bit application needs a 32-bit Oracle Client. You mentioned that you have both the 64-bit and 32-bit Oracle Client installed....so this should not be an issue. Are you able to connect using SQLPLUS? Do you have the Oracle Full or Instant Client installed? What is the bit-level of the Oracle Client installed? What is the Oracle_SID (Database name), which you are trying to connect? Do you have Oracle and ArcGIS installed on the same machine? If No, what is the database server name?

Just remove that Orphaned entry from Process_information table using SQL Server Management Studio...should be quicker... Make sure you have a db backup before doing it.

Italics indicates your own Connection,....the one you used to connect and open the Geodatabase Administrator window. The other error is a known issue....as you cannot disconnect users from a 9.3.1 SDE geodatabase using the 'Geodatabase Administrator' window... You can try the below: 1. Use SDE Command line tools to disconnect that connection 2. remove that Orphaned Connection from the 'Process Information' table from the SQL Server Management Studio

How to create an sde view in 10.2.2 The answer is quite the same. Only that SDE Command line tools have been deprecated at 10.3.x, however it can still be used for now with an SDE 10.3.x geodatabase. 44300 - Can ArcSDE command line tools be used against 10.3 and newer geodatabases?

Yes, restoring the gdb with the correct options would be the best way to proceed. However, make sure that there are no Orphaned Locks in the 4 Lock Tables or Connections in the Process Information table. For that Feature Dataset, you need to Unregister as Versioned and then re-Register as Versioned to edit the FCs in it.

To create the service, install ArcSDE 10.2.1 and use Command line to create the Service. ** The version of the sde gdb and the version of SDE should match, or else the Service won't start. You will need a Direct Connection, to do the upgrade. So, you need to upgrade the gdb first and then create the SDE Service using sde 10.2.1 command line tools.
