Yes, you are right. Permissions\privileges have to be granted separately for previewing the layers. Did you try creating a new login at the database end and then mapping it to the database? Did it show the same behaviour?

When you are using the "Create Database User" tool, certain permissions are automatically granted to the new login. ArcGIS Help 10.1
CREATE TABLE
CREATE PROCEDURE
CREATE VIEW
VIEW DEFINITION
However, the above 4 permissions should not automatically allow the new login to preview any existing data. ----- Try creating the new login from the database end,Map it to the database and check if the behaviour is still reproduced.

Is it a database login or a Windows Authenticated login that you are using? Is the login part of any Group? ? Also as Sol suggested, can you please confirm what permissions this login has?

Yes, it seems that you don't have the required permissions to download setups. You can click on the "Request Permissions" option to request the required permissions. The administrator for your organization will receive that request and act accordingly. Or you can just ask somebody who already has the permissions to download setups, to download it and provide you with the required files.

PostgreSQL 9.3 or later is not supported with ArcGIS 10.2.x. PostgreSQL database requirements for ArcGIS 10.2.x Also please do note the below mentioned in George's post:

Yes, looking at the error message, you seem to be hitting that Bug. What license level of ArcGGIS Desktop do you have? If it is Advanced or Standard, you can use the GP tools to import that shapefile into the enterprise gdb.

Its actually RDBMS dependent kind-off.....in Oracle,PostgreSQL you can restore a db backup to another database which doesn't have the same name. But in SQL Server you can't. So which one are you using?

You can choose which data you would like to preview and add it accordingly in ArcMap. Then you can save that Map Document as an MXD for future use. Considering that you only had that folder in the zipped file, it seems that only the data was provided and not a pre-created Map Doc(MXD).

If its a folder with an extension of '.gdb' (example: test.gdb), then it is a File Geodatabase. You will have to use ArcGIS Desktop to connect to it and view the data inside it or query etc.
