In a dashboard, a details element is basically a layer or table's popup. On the related layer/table, the popup should be configured to show attachments and this layer/table should be the data source for the details element. Configuring the popup is done outside of ArcGIS Dashboards (e.g. map viewer or item details page).  In a separate dashboard element (map, list, chart, etc), a filter action should be set up.   In ArcGIS Dashboards Beta, we have added an Arcade capability to both our List and Indicator elements that allows for fairly advanced conditional formatting. I believe something along the lines things along the lines of what you are asking for is described in this blog post.      ... View more
