I get the same thing I then close that window and double click the startup.bat again and it will open the window and it will then start up properly. I've had to do that process with all versions since I to not have the nodejs installed and running as a service all the time.  Best I can figure is the first time it starts up the service.  Closing and using the startup.bat again then works because it is now running. ... Some additional suggestions, if you have specific questions/issues you want help with... The dev summit (or UC) can be overwhelming once you are there, with all the activities and options. but is also an excellent place to get tech help if you are having a specific issue.   Plan ahead....make a list of questions and the points you need to make for you specific issues.  If it's something you can demo on you mobile device, great.  If not (e.g A Python program), think about bring a print out with any error message.  If staff can't help you there, they maybe can set up a tech support ticket for follow up when you get back. You probably will not get in a location with more Esri tech staff and better Customer-to-staff odds.  So having you questions written down, vs trying to remember them all helps (at least for my aging brain). ... Hi Jason, first, you may want to checkout/follow  If You Were a DevSummit Newbie, What Would You Do?   Since there will be some handy tips for the Dev Summit in general. re: how to prepare.  It sounds like you have some Python programming, at least enough to understand the general syntax (for example, the importance of tabs/spaces for program flow). If not, that might be good to review. i would recommend looking at some of the proceedings and/videos of previous dev summit or UCs to get a preview of some of the sessions.   Recent Proceedings    There are other ways to view the videos, including videos.esri.com and the Esri channel(s) on YouTube.  Pick a topic that you think you might want to attend and see if there is any topic that make know sense and see if you can at least figure part of that out.  I found that if there was something that was mind boggling for me in a session the first time I attended the dev, it was hard to obs orb the rest of the session.  But no fear, there are other sessions, and a great bunch of other developers and staff that you can talk to too. And from what I understand, the videos will be available for a limited time for free...or you can purchase the recordsing (which includes a few mor) if you like seeing the "road ahead" sessions, those are usually not recorded...so attend those if it's a priority. if you can make it before the summit (sun/mon) take one of the focussed pre-summit classes. The cost is separate (but cheaper than a normal Esri class) and the class sometimes compress 3-days into 2, but you can get a crash course in, for example, for Python or Javascript.  This helps you either eliminate some of the sessions from you todo list, or helps you get a jump start on the sessions and/or helps you form what questions you need to follow up on. if looking at Python specifically, there are a few threads on geonet on getting started, and Dan P has some docs on differences between he pythons, etc.  if I try to grab the link right now, my iPad my eat this...long... Response. But can get it for you if needed. of course, what you focus on will depend somewhat on whether you are needing to custom Desktop (map/catalog) with Python 2.7, Pro with Python 3.x, ...or some of the other dev environments for those, or web development (JavaScript, HTML, Web App Builder developer or online, etc), the enterprise software (arcgis sever, Portal, Image Server, ...arcgis online portal), the various mobile apps, etc.      It can be overwhelming, so trying to choose one or two topics to focus on might help., or you can hit all just to get exposure.  Depends on your goals of course. I also recommend picking out something that you know little or nothing about and checking it out.  He last session I hit in 2017 was the ArcGIS API for Python which I didn't really think about before that.  Learned enough in the session to get started playing with it after the summit.  This year I'm taking the per-summit class. Although a bit more technical/geeky than the UC, (and a bit more intimidating, or I was for me the first time...and maybe still), it's actually a smaller and a more laid back group.    One of the nice things about the dev summit (and the forums for that matter) is to find that no matter what you are working on, and what level of developer or GIS-expertise you are, there are others that are in the same boat.  Good to have the comaraderie ...and there is always someone (many in my case) that know more and are will to help/share. You may want to try what tech support had me do yesterday. It fun not fix my import in my  IDE, but did help some with my import within the Desktop soft where.  I renamed the c:\python27\arcgis10.6 (10.4 for you) and then dud a reoccur on the Desktop softwhere.  It rebuild the folder. the only other thing I can think of, for me, is if an OS or network update was pushed out.  It would not be the first time something like a MS update tweaked something with the GIS software. ... Since this mentions "offline" use and Pro 2.1.1, I'm going to add this into the conversation. I'm not sure if this is 100% related, but just in case the Pro, Pro "offline" and Desktop "borrowing" is a common thread.... I'm trying to use Python 2.7 (Desktop 10.6 in my case) to import arcpy into an external Python IDE with a borrowed Desktop license(from CU license manager)  and I am having issues.  Seems to work fine if on the network so it can see my concurrent license.  I also have Pro 2.1.1 installed. So, not sure if it is the borrowed license, being offline, Pro 2.1.1 or Desktop 10.6. that might be causing the issue. (note, I also installed/upgrade to MS Office 365 ...enterprise license.. atlhough I don't think that is the problem). David Askov   I have a call in with tech support because at least in my case I have it narrowed down to using a borrowed license, making sure I am not connected to our network which might grab a license from our concurrent license (even though I have a borrowed one). With a borrowed license and disconnected, I can "import arcpy" in Catalog and Map, but I can not in my IDE withour getting the errors I mentioned above. However, if I connect back to our network, it works.   I am not certain right now if it works while connected because it sees our CU license manager or because it sees  the network/internet.  However, my CU license manager still showed it as borrowed (Activated) when I query active connections.  So, my guess is, for some reason it just doesn't like the borrowed license with not network connection (for my external IDE only). Anyway, tech support is testing that. So, is there anyway for you to see if your IDE is ignoring the errors but continuing, and therefor maybe slowing down? Again, my system is a bit different than yours, but I do think it is the same issues: Win7, ArcGIS 10.6.0, ArcPro 2.1.1 I went from Pro 2.1 to 2.1.1 earlier this week, and upgraded my MS Office from 2010 to 365(2016) earlier yesterday. re: slow ArcMap/Catalog start up, I think bixb0012 has some good hints (which I am going to try), but also, make sure you are keeping your Results tab cleaned out.  Otherwise is has to read that all in on startup, and then write is all to disk on shutdown. Although it is important to talk to your customer service rep or local distributor for cost and actual details, since things may vary between organization type and country, this is a rough recap of what we we are thinking about doing (State Agency in the US...no ELA). For Deployment (i.e. Production) we have Advanced Enterprise (ArcGIS Server, Portal) on maintenance. We also have the Image Server on maintenance (no longer an extension). Since we only had a few developers/publishers in the past, each of those users subscribed to the what was called the ESRI Developer Network (EDN) annual subscription.  That gave the developers all the tools they needed to develop and test publication or services, etc., but other staff we not allowed to use the software, it is not for production,  At that time, Image Server was an extension and was included in our level of the EDN. The developer annual subscription has changed and there are multiple levels (cost and what you get). The level we plan to get (subject to change) will not include a developer version of Image Server (but we will still have Deployment/Production) We have more developers now, and are expanding our organizations GIS to more Divisions.  We are now approaching the tipping point to look at a "staging" licenses versus developer licenses.  However, with the developer subscriptions, a different number of users could get subscriptions (and are not necessarily the same time-frame, i.e. 12 months).  With the staging license, we  would have to have a sustainable budget for annual maintenance. Because we have our Adv Ent license for production, it sounds like for our staging license can be a "Standard Level" instead of an Advanced level.  One of the main differences is we will get fewer Level 2 users for Portal, but since it is for staging/development and not deployment/production, for us that may work.  But from what I understand (need to confirm) the actual software and functionalities (minus the Image Server for us) is the same, but your can not use for production.   All though not totally confirmed yet...what we lose going with a staging license vs the annual Developer Subscriptions (per person) is we will only be able to install on one machine (vs a Dev license can install and test on multiple...e.g. on their local machine), the Runtime development, and possibly the AGS Studio Development platform.  What we gain is not having to limit/control (licensing wise) the developers that have access to the staging machine.   I was planning on writing this up to share and discuss with our staff so I decided to share it here as as I get confirmation on some of the items (I'm going to have my rep see if I summarized our discussion correctly).  I Hope this helps.  Again,  ... Actually, look like it might be an issues with the C:\Python27\ArcGIS10.6\Lib\site-packages\numpy\lib\__init__.py file?  line 17?  That pops up as a line of interest. from . import scimath as emath and yes, there is a space between the . and import doesn't look right to me, but not sure what it should be.  Any clue Dan_Patterson  ?  Remember, this happens to be 10.6.0.  ok, now really am stepping away from the machine. ... Dan_Patterson , I think he does have it all local I noticed it after borrowing a license for ArcGIS Desktop. I do need to take my laptop off the network, so going back to using the license server is not a good option.  I'm going to borrow and take offline in a few weeks, and will test this tomorrow, but had to upgrade my python IDE, Wing Pro.  I know that importing arcpy in Wing Pro does take a little will, but my guess is only 10 secs (based on Desktop 10.3.1).    I will report back with my finding in the morning, if no one has answered with another solution. ... There are a few long threads about similar things happening.  I found one where things were starting to have some solutions.  Might want to start https://community.esri.com/thread/164476#comment-656454  On a personal level, for some reason, I have had multiple monitor/resolution, etc issues one different machines over the past couple months.  My theory, since it is more than one machine, is there was an OS, security or driver update pushed our from our network folks.  In trying to get it fixed, their canned answer has been....you have really old equipment.  yes, but it works (except for things like  the monitor issues I've had).  fwiw. btw - you posted this in the Online area, you may want to move it to https://community.esri.com/groups/arcgis-for-desktop-installation-support  or similar area (I just tagged that group). ...
