Ah, is that ... a string with both coords in the same cell? That's not going to work. I think you need to re-arrange this data. With 2 columns, one each for the Lat & Long. And you data items as columns as well, not rows as you have it here.

Back in ArcMap, looking at the contour data with the online background imagery... Changed the coord sys of the frame to : Using this transformation : Doesn't really fit with the imagery very well. But at this scale (quite large)...

So currently the contour shapefile coord sys is defined like this : But you can see from the extent tab, that this cannot be true. Those numbers don't look like decimal degrees to me (too big). So, redefine it like this: Right click on the shapefile in Catalog (don't have it open in ArcMap at the same time). Use the search to find "PRS", in projected coordinate systems.

Just looked up that PRS## is for the Philippines. And it is based on the Luzon datum. There are several zones with their own central meridians. So you need to know which zone. And use the correct transformation between Luzon and WGS. Too much detail I'm sure....

No, the data frame will assume the coord sys of the first layer added to it, if this is a new mxd. Most web layers are in that Web Ax sphere thingy. But WGS84 based (the underlying datum / spheroid).

Just did this my side (Arc10.4.1), loaded Nat geographic base map, zoomed to Ireland, then set the data frame coord sys to Irish national grid, then set either of these - TM65_To_WGS_1984, TM65_To_WGS_1984_2 as the transformation (TM65 is a Modified Airy based system). So, was just going in the opposite direction to your case. No probs here. So what version you on?

Or, if these are polygon geometries... Open the attribute table and sort by shape_area. Those ones with area = 0, are likely to be null geometries.
