I would not recommend changing the version or it could cause corruption in other areas. I usually recommend an SDE schema Enterprise Geodatabase and have the data owned by another user (not SDE) for Branch versioned data. Did you already publish the data as branch versioned to Enterprise before you tried to change the DEFAULT protection level?

Is the "user" account trying to access the tables created by the DBO user? Have you granted permissions to the "user"? Can you create another user, like "gis", and see if that account works? I have seen where an unsupported version of an RDBMS may work (partially) on 1 client but not another. Did you add the Enterprise machine to the pg_hba.config file? Does the ArcGIS Enterprise machine have access to the PostgreSQL machine in AWS? What user are you using to register the connection as? postgres, sde, other? What is the version of PostgreSQL being used? Is PostgreSQL RDS / Aurora / Stand-alone on VM?
