There was something on the Oracle side, if I remember correctly (not an official stance) based on when the removal happened (over 2 years ago), that was causing issues with us providing the client downloads. Esri decided since Oracle provided them, that was the best way to move forward. Also the download from the Oracle site is probably more up-to-date than the ones that were in MyEsri at the time.

1. I would say yes, if you are not going to use it anymore . Move all your client to direct connect: Connect to Oracle from ArcGIS—Help | ArcGIS for Desktop 2. You could remove the older libraries and replace them with the new ones. I would review this documentation first: Configure the Oracle extproc to access the geodatabase with SQL—Help | ArcGIS for Desktop Only follow the Oracle 11g and 12c section, do NOT modify the listener and tnsnames. I will be honest, the server side is not something that I am super familiar or strong with. My background is in the enterprise geodatabase/database realm. Hopefully someone else would chime in with some ideas. Do you have multiple shape types in that column? For example records 1 - 10 are points and 20-15 are polygons? The main reason for way to make changes in the gdb_items table or really any geodatabase system table via an ArcGIS client is due to the dependencies in other system tables for each record. I can tell you from personal experience and helping our customers, that some people make modifications to these tables incorrectly and it will corrupt the entire geodatabase with no way to recover, unless you have a backup from before the change was made.

I am not sure that you will see any information in the gdb_items table on a "joined" field to a feature class or object listed. The gdb_items table is specifically for the geodatabase repository table. Joins either persist in a map document or in a SQL view (DB view).
