There are a lot of unknowns in your issue to give advice. Like jborgion‌ said 15,000 FC in a GDB is alot. What type of geodatabase is this being loaded into? File or Enterprise? If Enterprise, what RDBMS? What is the geometry storage? It looks SQL Server 2014 is the newest version that is supported with 10.3.1. Yes, the data that is stored in a file geodatabase is very different than an enterprise geodatabase (regardless of RDBMS used). Is this data issue only happening in a specific version or all versions?

To add to the visibility: Geodatabase‌ I would also echo Melita Kennedy comment that this may be best for Esri Technical Support‌ analyst to review. This is especially since you mentioned not being able to change anything related to the feature class and the complexity of geometric networks. After your clarification above, about not having to be an "enterprise geodatabase". You could probably do what you are saying with Oracle Express. You would just need to create an SDE user and run the Create Spatial Type—Help | ArcGIS Desktop GP tool to add the ST_Geometry information. Add the ST_Geometry type to an Oracle database—Help | ArcGIS Desktop That should get you up and running, at least enough to be dangerous.

The biggest issue that I see is related to the licencing of the enterprise geodatabase at home. I would assume to be in compliance that an ArcGIS Enterprise basic level license would need to be purchased for home use. That should give you all the enterprise geodatabase functionality needed. You may want to check with your account manager on the specifics of this. You should be installing the 32 bit client if you are trying to connect from Desktop. If you are trying to connect from Pro or Server you need the 64-bit client. I usually install the Oracle full client and run the installer with the default settings. Instant Client downloads for Windows - 32 bit client download of the instant client. From Oracle Site: The general steps to install Instant Client are: 1. Download the appropriate Instant Client packages for your platform. All installations require the Basic or Basic Lite package. 2. Unzip the packages into a single directory such as "instantclient_12_1". 3. Set your environment's library loading path (for example LD_LIBRARY_PATH on Linux, or PATH on Windows) to the directory created in Step 2. 4. Start your application. Refer to any detailed instructions on the download page of your platform for more information. ***Update - Best to match the instant client to the exact version of Oracle that you are connecting to.
