Yes you are correct that you need to have the 64 bit client installed for the Server component. You also mentioned that the Server was returning 32 bit Python as default. It should be the 64 bit package for Server. Here is an article that may help: FAQ: Why do Python scripts fail on a machine with both ArcGIS for Server and Desktop installed?

I am not sure if this is possible. Your best bet is to contact https://community.esri.com/groups/technical-support?sr=search&searchId=cfa187bf-a11b-4f1e-a744-7556dc420c29&searchIndex=1 very soon to see if they can help.

I would create a new thread question in https://community.esri.com/groups/geodatabase?sr=search&searchId=051cc68d-7216-4718-a424-42a740fe3d25&searchIndex=0 space for this as this original thread is about 6 years old. I would provide all the information related to client, geodatabase, RDBMS versions and how large is the feature class you are testing, what is the geometry being used, is the data versioned, etc.

I would suggest getting an https://community.esri.com/groups/technical-support?sr=search&searchId=7f5ef7f9-b3e8-441b-aa4a-71c5254fe85f&searchIndex=0 case open for investigation. If you do not report any weird behavior and it is an issue, then we cannot work towards resolution

I would recommend get an https://community.esri.com/groups/technical-support?sr=search&searchId=9f8ac989-b5d7-4344-b24a-905cc2047cea&searchIndex=0 case open and if possible, provide a backup of the DB for testing. Sounds like there may be something else in play.

You can update the SDE user password within SQL Server Management Studio. This will only impact anything that is using the SDE user login (map services, feature services, Pro projects, MXD's, etc.). You may have to update any connection using the SDE user connection properties. I would also review this help documentation links: Create an enterprise geodatabase in SQL Server—Help | ArcGIS Desktop Enable Enterprise Geodatabase—Help | ArcGIS Desktop
