The issue should be fixed with a ArcGIS Desktop 10.5.1 client. There is no need to "update" anything. If you are still experiencing an issue I recommend you open an Esri support case for an analyst to review the behavior.

You could just delete them if you do not need them or they are not used by a map service.

Ok, sounds like there are some orphaned objects in the geodatabase. You may need to get a new Esri Support case opened with an analyst to review and see what can be done. #esri technical support

Are you restoring the content to the same machine as before? I would recommend that you open a technical support case and have an analyst take a look to make sure there is nothing crazy going on. I would say that a few days is a little too long.

You can only "build" the Geometric Network (GN) once. Once it has been built, then you can "rebuild" sections as needed. That is a loaded question on how long. I would say that there are a lot of items at play: how large of a site you have, machine resources, size of backup, etc. Can you provide any more information to help?

If you can add Windows groups to the SQL instance for authentication you can just do that and keep them as connect and view only, which is all you can do with Desktop basic. Add logins and users to SQL Server—Help | ArcGIS Desktop Geodatabase functionality in ArcGIS Desktop Basic—ArcGIS Help | ArcGIS Desktop I know this help is for 10.5.x, but the same principals would apply.

It is interesting that the rest of the bill seems like it could be useful for the GIS community (lots of lawyer fluff) and the only issue is with Section 11(c). Having all the data that government pays for and collects available will help out may different industries that are using GIS to make decisions. I did not see anything specific in Section 2. Please feel free to point it out, I may have missed it.
