For polygon Width and Height, use a ratio of 17 to 11 and it should work out.

I have Google Earth Pro and I'd like to use it as a base map. Is Arc2Earth (or any other paid subscription) the only way to get Google Earth as a base map? Of course I'm looking for something for free here... 🙂

They're both collected in different coordinate systems for starters. One is in UTM and the other in Lat\Lon. Assign coordinate systems to the shape files (whatever the correct projected UTM zone is for all_manholes, and a geographic one for the other, probably World\WGS 1984) Open a new map, and set the data frame to the proper projected coordinate system (I'm assuming that the UTM one is the "correct" one here). Add the all_manholes and then Export_RJN file. Export the latter using the data frame coordinate system, then merge the output with the all_manholes file. The table will be a mess, but you should be able to deal with that.

Isn't that what the buffer tool does anyway? If you just need the outside buffer, select "OUTSIDE_ONLY" for Side Type

You can create your own symbology, or you can just save the default symbols into your own default style. Pick a symbol, then select "Save As" etc. (see attachment). You can create symbology by choosing "Edit Symbol" instead, then save it. These will then appears on your symbol selector

iPads work good for us. We enclosed them in some pretty good cases. How did you overcome the sunlight issue? We have a hard time seeing anything on the screen, even with the brightness on 10 (it won't go to 11, trust me).

I'm not sure, but I don't recommend them based on our experience based solely on visibility in the sunlight. Can't see it, can't collect it. You had no such issue with your Samsung?

The lyr file just points to a shape file. You need to edit the latter then save it as a lyr (if that's what you need). http://resources.arcgis.com/en/help/main/10.1/index.html#//00s500000013000000

Ipad - can't see the screen in the sunlight. Not sure about others, but this is a serious drawback. Make sure you take any tablet out on a sunny day to test before buying. Ipads etc are cool at home or sitting in Starbucks but they fall short in the field. I'd stick to something more professional like a Trimble Juno.

You need to use the voids between the roads as your polygons. If you don't have that, create it using the "erase" tool under "overlay". Create a polygon surrounding your roads, erase the road spaces, then explode the resultant polygon to create the voids.
