When you start editing at the bottom of your create features dialog box should Construction Tools use auto complete polygons click inside the polygons that exist covering the area you want to get between them. When you finish there should be a polygon between the two existing polygons.

Not sure what the issue is, but have you tried exporting to a pdf and printing from the pdf. Sometimes i have success doing it this way when i'm having other printing troubles.

As you identify\download\create the most current data begin loading the data into Local Government Information Model | ArcGIS for Local Government then start pointing your most used projects and any new projects you create to the LGIM database. As a side note i think you may have to have an advanced license to create this data structure, but it's agreat place to start.

The Sort_managment tool would have sorted your tiles spatially, see below. 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 Your table would have been in a spatially logical order. You could recreate the grid with Create Grid Index tool ArcGIS Desktop Or you could assign use arcpy.Sort_management to spatially sort the grid you have and use the new object IDs to populate your IDs

I think what you are trying to do could be accomplished with the dissolve tool. Check the Destination field in the dissolve fields then In the statistics fields drop down pick the commuters field and it will appear below set the Statistic type to what you want to get (sum of values or max value)
