It's up to you, really. There's functionally no difference where you put the Portal. If best practices for security within your organization led you to install Server behind the firewall, then you should do the same for Portal. Do you see any java processes running? You can try to take a look at the Server logs, but i'm not sure they will report much if you can't connect at all.

When you see "publishing failed", that means that the SD file that has been packaged, (indicated by "packaging succeeded"), and has been moved to the Server for unpacking and publishing. Since the SD file has been moved to the Server, you'll need to look at the Server logs to determine why publishing failed. Setting the logs to DEBUG should give you some useful information if VERBOSE through SEVERE logs don't provide much.

Hm, that line should be updated in the documentation, as that's not entirely true. It's fine to use a reverse proxy or load balancer in the case of Portal HA. Aside from the fact that it's a best practice to put Portal behind your firewall and conceal its machine name, standard ports for URLs are 80 and 443. I'm not sure if you have another component you'll use to send traffic from 80 to 7080 or 443 to 7443, but it won't lend itself to be a clean user experience if you don't have something in front running on 80 and 443.

When you modify the fields in the web map, you're not modifying the data behind the values, you're just modifying how the data is shown. When you export the data to a CSV, it's exporting the "raw" data which is why you see the time values so that behavior is expected. I'm not sure why the web app doesn't honor the settings you made within the web map. What specific application are you using? There are a few templates available, (Basic Viewer, etc), as well as the Web Application Builder.

What application are you using? The field format is driven from the Configure pop-up > Configure Attributes page. If you've made changes to the webmap and the web app isn't reflecting those changes, can you try to open the web app in a different browser or clear the browser cache of your current browser?

Follow pslater's suggestion and make sure you're not overtaxing your Server, which can return the error you're seeing. For example, if you set your caching instances to equal the amount of cores in your Server, you may want to do one less.

Can you clarify the following two points? 2. Create feature service from that layer on ArcGis Server using arcpy. 3. Since there is no other why to add feature access to service, this step is adding it through modifying Json of the service using "rest api ". Using the CreateMapSDDraft tool, you're able to modify the sddraft to enable the feature access capability. When you stage the SD file and then upload it, the resulting service will have feature access enabled. In regards to running them through an HTML page, is that so you can start the process from anywhere?

If a previous version was on the machine, there may still be a license folder associated with the previous version. This may cause problems, so if one exists, you can delete or at least move that folder.

Ah, ok, I have a basic understanding of certificates, not to the degree to know the difference between ECC and RSA. You may want to reach out to Technical Support so they can investigate whether there's a problem with a certain certificate type in the software.
