They are created when you create a backup of Portal. How often are you creating backups of Portal, either using the DR tool or directly in the Portaladmin API? Are they never cleared up, or only sometimes?

The standby is checking whether the database on primary is accessible. It does this using values defined in the ha-config.properties file: https://enterprise.arcgis.com/en/portal/latest/administer/windows/configuring-a-highly-available-portal.htm#ESRI_SECTION2_51B684E109F1414B98C09792CBB65D8D Optionally, define the portal's failover properties. A highly available portal checks whether a failure has occurred with the portal machines. You can define the interval in seconds and frequency for checking machine status using the steps below. These properties must be changed on each machine in the portal and must be the same on both machines. At 10.8 and earlier, these values weren't actually honored and the first failed check would promote standby. At 10.8.1, we correct that behavior and now the values are honored. You can increase them if there are network issues that cause the standby to promote itself even if the primary is healthy, although the network issues should be investigated.

There's no way within the software to restrict access to the Portaladmin API. One of the reasons is that the home application, (https://portal.domain.com/portal/home) relies on some information from Portaladmin, so it needs to be accessible via the Web Adaptor. You could use reverse proxy, load balancer, or WAF rules to restrict access to the Portaladmin endpoint, while understanding that if you're an administrator, that would impact what you can do via the home app depending on where you open the page.

To be honest, we haven't tested that specific workflow, however it should work. Replica IDs should be stored in the relational Data Store, and the entire database is replicated using the DR tool, which would include the replica IDs and anything else that would be important to retain for offline workflows. I'm interested in trying this out, so I'll do some testing and get back to you.

You're likely running into BUG-000127216 Portal 10.7.1 upgrade fails at 'continue upgrade' if the Navigator Maps Group owner is changed prior to upgrade This is still reproducible in the latest versions. If you changed the owner of the group, you may need to revert to the previous version, delete the group, and then upgrade.

Yes, you can federate both, assuming they're not active/active siloed environments, but unique sites hosting different services. If they're active/active siloed environments, you'll need to set up a multi-machine site instead. And yes, you don't need the Web Adaptors, you can use F5 instead of the Web Adaptors.

Did you only run the setups, or did you continue the upgrade after the setup completed? Until you continue the portal upgrade, only the javaw.exe process will be running. That's expected. Once the upgrade is fully completed, all other processes will start.

It is still safe, I'm not completely sure why it was removed. The only reason why you'd want to use that file is if you're trying to use a region that isn't already supported by the SDK that we are using. If that's the case, the DR tool should look at a local file first and if it can't find it, look for the one in portal, which is the bug. We'll address that, but moving forward, it'll still expect that non-default regions are added to a manually created regionsforcloudstorage.dat file. I'll see what we don't have that documentation anymore.

The db directory that's restored should have a fair amount of files/folders in it. If it doesn't, then it can't start. You may want to extract the db folder from the backup, (extract the webgissite backup and then the portalsite backup) to validate whether the db backup was created successfully. If it was, then the issue is when it's restored to the target site.

What version are you using? We fixed this at 10.8.1. The DR tool is making incorrect assumptions about where the relational data store and where the tile cache data store will be. It's smarter at 10.8.1. It seems like your tile cache data store and relational data stores are on different machines, which would align with the behavior in what was fixed for 10.8.1. I don't believe there's a public bug for it though.

You'll need to look at the Event Viewer logs to determine why the database doesn't start up. You should look at events 5 minutes prior to the error message in the portal logs.
