Creating applications don't interact with the ArcGIS Data Store. Only publishing/editing services do, (hosted services or feature services that copy data to the Server during publishing). Thumbnails are created from the printing tools in Server, so perhaps they can't run to create the image for the thumbnail? Try it again with DEBUG Server and Portal logs. ... View more

First, the error you're seeing is a bug: BUG-000116405 : Portal for ArcGIS export site operation fails if the content directory path syntax utilizes forward slashes instead of back slashes Update the content directory to use backslashes instead of forward slashes. If no one is using the system, then your backup schedule, or rather the scheduling of VM snapshots, won't be a problem. Even if someone created an item during that time and it wasn't captured within a snapshot of one of the components, the deployment would still work after you restore the snapshots. We support the content directory residing in Azure BLOB storage, so perhaps that's where that came from? There shouldn't be a problem in normal, day to day operations. Upgrading may take time as it needs to backup the content directory and reindexing will take time. But theoretically, yes, you could link to an item in the Portal rather than in a web server, (C:\inetpub\wwwroot, for example). ... View more
