Hm, the error indicates you registered it as a Managed database. There are two different ways to register a database, either manager or I guess unmanaged. How did you register the database to begin with? Did you go through ArcGIS Server Manager > Site > Data Store and then click on the drop down to register a Managed Database? Can you try to remove the data store you currently have registered to that database and follow the steps you provided in your initial post to re-register the database?

You should be able to create a local copy for editing from your feature service, go into the Attachment Manager, and Save All attachments somewhere local. I haven't tried this but it may work.

What do you see when you get to http://localhost:6080/arcgis/admin/data/config? Can you take a screenshot? What if you just copy and paste http://localhost:6080/arcgis/admin/data/config/update in a browser? It should prompt for a sign in, and once you do that, it should take you to the spot where you can add that tag.

So have you created a data store to your SDE database or no? There should be a warning that the layer's data source is not registered and data will be copied to the server. Open up this warning header and there should be as many warnings as layers, (or whichever layers are unregistered). Right click on one layer and go to Register data source with server. This should bring up a window that shows the connection string and a parameter for you to name the data store. Specify a name and click ok. If your permissions and Oracle client are set up correctly, it should go through successfully. Make sure that the arcgis account has read access to the SDE file and your have the 64 bit Oracle client installed on the machine ArcGIS Server is installed on. What version are you using? Can you look at the ArcGIS Server Manager log files to see if there is any more information about why it failed? Is all of the data in the map document coming from SDE? If you're creating a feature service, that needs to be the case.

I'd suggest you look into the Simply Polygon tool as well. There are options for specifying how far away vertices need to be from each other to remove them. Make a backup of your data if you play with this tool, as it will change the geometry of your original data.

There are two bugs logged for ArcGIS Server 10.1 in regards to the performance when listing/accessing services: ArcCatalog: NIM086874 ArcGIS Server Manager: NIM085259 The cause of both bugs is the requests that are made to validate the services. Currently, 10.1 SP1 resolved NIM085259 as there is one new admin tool to validate services. ArcCatalog, however, calls for 4 requests to the service, which causes the delay you're seeing. I don't know the timeline for a resolution, but that's the cause for the performance issue.
