I am curious what the differences are. With the setup I have implemented, we have one service that has 123 layers in one mxd, no issues publishing. (approx 7 minutes). All layers are sourced to a FileGeodatabase on a network pathed mounted virtual disk which can be accessed by the multi node arcgis servers. There are no FeatureAccess enabled for this specific service. Seeing that you have found a bug, we dont seem to be experiencing it here...(shrug).

"My organization uses Portal for ArcGIS 10.3.1 so I'm not able to add a secured WMS as an item in Portal. Why not? Add layer from Web >> A WMS Web Service is available in 10.3. Alternately, you could look at the LocalLayer widget.

i've found that when clustered, it is the appliance (disk arrays) where the shared config store is that causes these issues (e.g. EMC Isilon) and not ESRI Software.

Hey Jay, A service should publish very quickly. I have come across long publish times (and failures) when a shared config-store among a high availability stack was using a crappy disk NAS array...(it was arcgis server file issues). e.g. OpsLock = true Confirm there are no permissions issues with arcgis server and your publisher account as well as permissions for arcgis server and the data. Also have you tried using arcgis server manager to bring in the successful SD file? Are there other services running on the Web Stack without issue? (is this the mxd specific publish or arcgis server web stack?) Is the Stack Federated? Is the Stack using Web Tier Windows Auth? (through web adaptors?) Are you publishing through the web adaptor or direct 6443 (https). ? of course Im sure you have checked to ensure the publishing GP is running. Ive done a few 10.4 HA (including HA portal) load balanced installed. Call me if you have any other questions.

1. Enabling Archiving is a database action, nothing to do with ArcGIS Server. When the feature is edited, the triggers put in place for Archiving to work take over, regardless if the edit came from ArcGIS Server or ArcDesktop. 2. Enable Time aware when creating ArcGIS Server Services 3. I dont quite understand why one would publish the archived tables directly. You dont add the archived tables directly in arcmap, you work with the archived items through the featureclass in which the archived was enabled.

I dont see this being possible as Collector is a native application on the device vs a browser, what you are inquiring. To ask a Browser on a device to hold/store data, edit and check in check out isn't going to happen. Your solution is to either use the Out of the Box Native application (e.g. Collector for ArcGIS) or build your own phone app.

To be honest, you are going to have difficulty with this not understanding Server aspects, web or networking or Certification etc. You will run into a scenario where you wont have good traction to troubleshoot... that is scary if this is a production environment. ArcGIS Server as what has been mentioned is to be changed in ADMIN to not direct to 6443. You get a certificate error, because you get a self signed cert when installing arcgis server. Properly you should create a Cert Request by admin >> machine >> xxxx.xx >> sslcertificates>>selfsignedcertificates>>GenerateCSR on either the self signed installed cert or generate another cert yourself in ArcGIS Server. Your Certificate Authority will provide a SIGNED cert at which point you'd go back to the cert you generated the CSR from and "Import Signed Certificate" You then also would need to insert a ROOT / Intermediate Key for the machine that arcgis server is on... through the "ImportRootOrIntermediate" once the LINKS of certs is good you will then get the green lock in the browser when using that FQDN. On the web adaptor level.. use IIS to Request the cert as the web adaptor is simply a web app. Hopefully you have a 'cert person' to help you with this...

The proper way to troubleshoot this would be to look a the ArcGIS Server Logs. (In Verbose level if need be) The stopping COULD be the inability to access/write to the Config-store files. Where are the config-store files? on a NAS? SAN? Local? One option i would be to STOP ArcGIS Server Windows Service and then restart... this would release the .rlock files not allowing stopping a service. (or the service is actually stopped) but the browser web interface cant get the proper status from ArcGIS Server. It would NOT be any of these: TCP chimney TCP RSS Open ports from 16383 to 500 or Default. 4 Change DNS servers
