AFAIK you can't, but the data should be available for download on the open data portal of Hamburg. Once you have the data you can first select by location using "within a distance" and then an attribute select as a subselect of the current selection.

Open your kmz (which is basically just a renamed zip file) and you'll see that one has a small JPG image while the other has a ~8mb PNG image. Change the image format. While PNG is good for images with large, uniform areas and will usually result in a smaller, lossless file, it's pretty bad for pictures with a lot of variation, such as photographs or already lossy/degraded images. Yours has hefty signs of JPG compression, which means there's lots of variation in it, leading to a large PNG.

The elevation delta rasters reflect the errors, meaning they have e. g. white spots where spikes are. Still haven't had the time to test this extensively. I forgot to mention that sometimes the elevationDelta would end up being appended multiple times in the layer attribute, like attr elevation = map_01(brightness, 401.10547, 483.9453) + elevationDelta + elevationDelta + elevationDelta.
