I had a similar problem a year or so ago, and was ableto create a unique id this way: Both feature classes had a core set od attributes such address ranges, prefix direction, street name, street type.  I simply concatenated them into one field called it of all things JoinId.  It worked very well for me as both feature classes were up to date in edits. Things have changed in 10.2 and I'm not on it.  To my knowledge you'd need to install sde in order to version your sql db.  It goes in A server; where is your call.  I have server/sde on one machine and sql on another. Guillermo-  the best way to post shapefiles is to zip all the components (shp, prj, shx, dbf) in one zip file. That said, here are a couple of things to consider:  GCS stands for Geographic Coordinate System.  This is not truly a projection but rather what I would call a grid of convenience and the units are in Degrees of Latitude and Longitude.
