I do not think this is out of the ordinary. It happens in ArcMap too, so I am not sure what you mean about "In the past". The same behavior happens in any other programs I tried too. Certain letters will do what you want, like uppercase T. I even tried monospaced font and it still acts this way. I am not sure the naked eye will see the difference.

You can try several things. Has the coordinate system changed lately? Annotation stored in the map and not in a feature class is bad practice. Try selecting them and copy paste into a new map and see if the problem persists. Try saving mxd as a new name. Try using mxd doctor, make a copy of the mxd first.

Pro seems to dislike anything newly added to it. If you created a new custom paper size and save it, you will need to save the project, close it, re-open it and choose the paper size you created earlier. This work for me, although printing to pdf is 10x slower then exporting, but is the work around we currently have.

If you have the one district selected before using the tool it will only use the selected polygon(s) as the target area. You could also use the Select Tool (Polygon) and trace around the boundary of the district, unfortunately Select does not seem to snap though.

One of the things I noticed about Pro is it hates anything new. After you created your custom paper size save the project, close it, reopen it and try again selecting the custom paper size you created earlier. If I remember correctly I had the same problem and that fixed it for me.

Have you tried printing to a PDF instead of exporting? It's a work around I have to do when I have transparent mosaics.

Tip: Be very cautious when doing tasks for the first time in Pro. Some things that you have done a million times in ArcMap, and is pretty much muscle memory now, can look very similar but be very different. This one almost tripped me up. Pro has this cool thing while editing where you can move an already place vertex in the sketch. The problem is the segment of the line you are editing disappears super fast to turn to moving vertex. Is there a way to delay this action to give more time to double click to finish? . Making a line going to finish where I started: Snapping to the beginning to finish line, line segment to create disappears and vertex move tool activates really quickly once snapped. Quickly double clicking to finish the line and end segment is not created because vertex move is now active.
