Before directly creating Views using ArcGIS Desktop, try creating the view at the Database end, make sure it gives the desired result there...then create it using ArcGIS Desktop if needed.

While the Script is a good resource to check, you should read about the concepts to get a better idea. Example: The compress operation for the Enterprise Geodatabase is not the same as traditional Compress\Shrink (in case of SQL Server). So my suggestion would be to read about these first, compare it with the SQL Server maintenance tasks and then decide how you want to get these done. Here are some links for reference: Geodatabase maintenance—Help | ArcGIS Desktop Geodatabase compression—Help | ArcGIS Desktop Update database statistics—Help | ArcGIS Desktop Rebuild system table indexes—Help | ArcGIS Desktop

The owner (user creating the objects) of the database objects (tables, feature classes,..) will always have the permissions to change its Schema, delete it, grant other users access to that object, etc. Changing the schema of existing data is one of those things that only the Data Owner can perform.

I'll suggest contacting your local Esri Distributor and discussing with them, so that they can check your environment, databases and troubleshoot in a better way.

System Requirements to start with, ArcGIS Desktop 10.2.x is not supported on Windows 10. Are you getting this error on different machines as well? Are other users facing this issue if they log into this machine? Do you get the error while changing versions for different geodatabases?

That doesn't really help much. This Bug is similar: Bug: Compress operation fails after encountering a corrupt spatial index when a SQL Server 2008 R2 database is restored … If possible, re-create the Spatial Index for the data in the Geodatabase and check if that helps.

By query, I assume you referring to SQL queries from Database end. Why do you need to use the Relationship class to query related records? Finding related records can be done through pretty simple queries. If you are facing issues creating SQL queries, maybe provide us a sample of data that you have and the query that you have tried. Correct me if I misunderstood the question. You can check below anyway: Benefits of relationship classes—Help | ArcGIS Desktop

You can set what type of edits can be made to the data through the feature service and give people access to the feature service so they can edit. Insights will not see the tables\views of the Linked DB. Yes, you can create a View in the SQL Server db, which will pull the data from the Linked Server db and then use that in Insights.
