It is not required to have ArcGIS for Server or ArcSDE installed on the local system, to perform the Geodatabase upgrade. Just the ArcGIS Desktop is enough for that.

This is an expected behaviour, however I have not seen it documented anywhere as such. Logical explanation as per me: Feature Datasets are just containers to store the Feature Classes and other geodatabase objects. When you create a feature dataset, it doesn't really create a Table for that Dataset in your DBMS. So accordingly, when you are granting Privilege on an empty Dataset, the DBMS is not really granting those Permissions on a Table and thus it's lost. So atleast one Feature Class needs to be present in a feature dataset for Privileges to be granted successfully. Which version of ArcGIS Desktop are you using? Is the Feature Class versioned? If yes, then there should be a Versioned View created automatically for it. You can check the Feature Class properties in ArcCatalog to confirm this (Under the General tab).

Take a database backup before doing anything 2. Try creating a Table, named PARCELS, using SQL Server Management Studio 3. If Step-2 works, open ArcCatalog, check whether you can see this Table and try deleting it 4. If Step-2 doesn't work, Delete the existing PARCELS table from SQL Server Management Studio and then try Steps 2 & 3. If you are not very sure of the above, get on a call with Esri technical Support and let them guide you through it after necessary troubleshooting...

The Excel sheet name in your screenshot and the one attached to your original post, don't seem to be the same. Anyway, as Dan mentioned, you need to make sure the fields you are joining, should have the same Data Type. The Esri Counties data, has FIPS as String(Text), however the one in the excel you show in the screenshot has Long Int. So that join won't work. I added a new Column in the Counties Shapefile, FIPS_Num, populated the FIPS code in it from the existing FIPS Code field and that allows the join.

Support for creating a geodatabase in a user's schema in Oracle We are announcing the deprecation of the creation of new user schema geodatabases in Oracle. ArcGIS 10.6.x and the companion release of ArcGIS Pro will be the last release to support creation. At 10.6.x upgrade and connection to existing user-schema geodatabases will still be supported, though not recommended. The ability to upgrade or connect will be deprecated in subsequent releases. Please note that we have had the following warning in our documentation since 10.1: “Be aware that the amount of time it takes to connect to the Oracle database will increase as the number of user-schema geodatabases you create and use increases. This is especially true if the user-schema geodatabases contain a mix of geodatabase tables and tables that are not registered with the geodatabase.” That's the explanation you get in the deprecation doc...

That used to happen with Oracle 12c as well. I guess Esri just appends that part, irrelevant of which version of Oracle (11g or above) is being used. And it hasn't caused any issues for me yet. If you want to avoid any misunderstanding, just use an Easy Connect string to connect probably.

Did you create these Views? How were they created? Views created from the Database end or using the "Create Database View" tool, are not registered with the Geodatabase automatically. You can modify them freely from Database end. To Register a View with Geodatabase, you need to use the Register with Geodatabase—Help | ArcGIS Desktop tool. No. A replica needs to be established between the two geodatabases, for you to have the ability of synchronizing data between them. As per my understanding....If you create a Replica between them now, that will be inconsistent as one geodatabase has more data already and it will not be considered as a change after the Replica was established.
