It appears the UI has changed at ArcGIS Enterprise 11.4. I have Shared Updated enabled for a group, but when I go to share my dashboards there is no Access/Access and update capabilities open. I share the dashboards to the group, but group members can only view the dashboards. I get a box that looks like the image below. There is no share with update option that I can find. Well, I have not seen that pattern before with a raster dataset of any kind. I would use the mosaic dataset footprint to find out which raster that is and add that individual raster to the map and see if it has the same issue. ... View more

I would not turn on Dynamic Range Adjustment. I just know that being enable could cause different colors as you move the map around because it is only stretching the raster based on the statistics within the current extent. The default compression settings should not be causing any issue. I have seen high compression cause issues so I thought it would be good to check. If you are only noticing it issue when zoomed in then I would find a problem area, add that specific raster to the map, and see if the individual raster has the issue. ... View more

I think for the time being I am going to move our reclaimed water into the schema of the Reclaimed Water Data Management solution and then use the Utility Network Migration toolset to turn that into a basic utility network until an official Esri reclaimed water utility network model is released.
