Well, if you have an incident point layer, you could do a hot-spot analysis showing where the most of the incidents occur.  From there you could do a network analysis on a road layer determining how far each fire engine could go from the fire station within __ minutes (need to determine specific amount of time).  Then analyze the results to see if any fire stations could be moved, or another one built, to better served the needed areas. What I would do it this: 1.) Copy and paste zip code/ windspeed data into new Excel sheet 2.) Add zip code polygon layer to ArcMap 3.) Add newly created windspeed .xls table into arcmap 4.) Join .xls table to polygon layer by Zipcode field 5.) Try unslecting 'ALL' from the 'JoinAttributes' field in the 'Interset' tool window. Instead, select 'ONLY_FID'. Are you sure it is replacing the fields and not just inserting and pushing the original fields to the right? Let me know what happens. ... View more
