Use this geocoder : GPS Visualizer's Easy Batch Geocoder and select 'Batch Geocode' From here, you can copy and paste the coordinate results into a table --> create a feature class from the X,Y values in ArcCatalog --> navigate to the table in your DB, right click and select 'Create Feature Class', select a Coordinate System I think I listed the steps properly.

Chris, The 'Data Reviewer' tool for ArcGIS 10.3.1 may help. It has a 'Relationship Check' function built in. I haven't used this function yet, so I don't know if it will solve your problem. See below: \ Here is a link to the tool: Data Reviewer | ArcGIS Resource Center Please let me know if this will work.

Could you use the measure tool and just drop a point _ meters from the known site? From there, you can use the identify tool to get coordinates.

So, you're needing to digitize polygons around a certain area? I don't think there is a tool that can do that considering how specific the polygons need to be.

Well, if you have an incident point layer, you could do a hot-spot analysis showing where the most of the incidents occur. From there you could do a network analysis on a road layer determining how far each fire engine could go from the fire station within __ minutes (need to determine specific amount of time). Then analyze the results to see if any fire stations could be moved, or another one built, to better served the needed areas. Did I understand the question correctly? I hope this helps.
