To add to Robert's response: I believe that the portal would reference the app if the web app url was added as an item to the portal as 'An Application' You could replace the app being served by your web server as many times as you want with an updated app. As long as it contains the same name and directory location, it will continue to be served to the web with the same url. Your portal will see changes made to the app file because it is simply reading the app's url.

Here is the solution: Two options to do this: 1 From the back end: Geodatabase Schema level: FC must not have data in it. Change fields individually to ‘Allow NULL values’ No. Making a field not nullable causes the geodatabase to assign default value of 0 for numbers, and 12:00:00 AM for datetimes, and blank for string fields. Also, if a default value is assigned to the field, it will be populated. Using this fc in an app, the blank string field has a red exclamation that requires users to populate the field before being allowed to save. 2 From the front end: This is in case the FC already has data in it, and cannot change field properties to ‘Allow NULL values’. Can leave fields set as ‘Yes’ in the schema. Use the Smart Editor Widget: Edit Actions required criteria, add expression on any field (regardless of data type) ‘is blank’ creates a ‘field is Null’ expression. This makes a red exclamation point so that the user must fill in the value before being allowed to save. You must configure each field you want required like that separately. Note that the ‘add set’ option further delineates an expression set on the main field…it doesn’t create a requirement for the other fields separately.

1 If you are not seeing the changes in the business table after the compress, it may be due to the fact that the state ID's were not present in all versions, so they could not be dropped. This article explains it better: https://sspinnovations.com/blog/versioning-dummies-part-3-reconcile-post-and-compress-oh-my/ In summary: In your reconcile script, you should reconcile and post only desired versions against their parent. In other words, reconcile and post upwards in order of ancestry. For example, a grandchild version will be reconciled and posted to their parent, NOT their grandparent. Do the same until you reach the default version. No compress yet. Then, reconcile (no post) downwards from default in order of descendants. Then compress. 2 Another solution may be to register the data as versioned with the option to move edits to base. This will allow edits made to default (either directly to default or reconciled and posted into default) to be read directly by a SQL query without needing to compress. The catch is that conflicts would not be detected and will be overwritten. "When you edit the DEFAULT version or post a version to DEFAULT, you do not have the ability to resolve conflicts, so it is possible to overwrite another user's edits." My teammate has created a python script to accomplish this. I will ask for permission to share. An alternative is to pay GeoJobe to allow you to search dependecies in a web map drilling downwards, and upwards. I was able to publish the view as a map service. I created the view using the 'create database view' tool Then, registered the view with the geodatabase with ArcGIS Pro or ArcMap 10.5 I am using this map service in a agol web map to display the latest inspection record from a table, symbolized from a field. In other words, the view is used to symbolize desired records. I will not perform further queries on the view. The only reason I wanted to create attribute index was so that the view would run faster (because I heard that over time, as data grows, views start lagging in performance draw times). I will read up on the threads you posted, and let you know if I can think of something else regarding your situation.
